After executing the oam-save-protected command and activating the
default-database, nt-b will come up as "peer-not-plan". Management that was
connected with nt-b active or a hotstandby port, is now lost since the equipment
related configuration (i.e. "peer-plan") was not saved. However, management will
resume once nt-b is planned, because the configuration is retained.
Regardless of whether the oam-save-protected command is executed or not, if a
switch-over is performed on a protected interface, the protected configuration will be
synched with the standby. After the switch-over, protected configuration is available.

3.3 Configuring System Management with CLI

3.3.1
Whenever configuration changes are made, the modified configuration must be
saved so the changes will not be lost when the system is rebooted.
