The COM 3 port has +5V/+12V power capability on DCD and +5V/+12V on RI by setting this
5x2-pin p=2.54mm jumper.

Data: Set COM3 pin 1 to DCD# (Default)
Power: Set COM3 pin 8 to +12V level
