action will be taken for the button if the string is empty or invalid.

If this parameter is specified,
"FLEX_BUTTON_QUICK_DIALx_PSy" should be an empty
string.

"FLEX_BUTTON_FACILITY_ACTx_PSy" should be an empty
string.

This parameter cannot be specified via Web user interface
programming. Therefore, when using Web user programming
and configuration file programming in conjunction,
"FLEX_BUTTON_FACILITY_ACTx_PSy" should be set to
"X_PANASONIC_IPTEL_ONETOUCH".
