If your STU 111/SECTEL is lost or stolen, you must report the loss
or theft to your cognizant security person immediately.
There are two different types of fill devices for the STU Ill/
SECTEL 1000: Type I operational and seed fill keys. A Type I
operational fill device contains classified information that is erased
during a fill procedure. After successfully filling the terminal with
an operational fill and loading the Crypto Ignition Keys (CIKs), a
secure call is possible. A Type I seed fill device is unclassified and
is also erased during a fill procedure. After successfully performing
a seed fill and programming the CIKs, a secure call is not possible
until the Key Management Center is called. The KMC will convert
the seed fill to an operational fill. A STU 111/SECTEL 2000 has only
one type of fill device: Type II operational fill. The crypto fill
procedure is normally performed by the cognizant security person.
To operate in the secure mode the following procedure must be
performed for either the Type I or Type II fill:
NOTE
The fill procedure must be completed within 10 minutes or it will abort
automatically.

Insert valid fill key and turn one-quarter turn clockwise.
