Fill Devices and Cryptographic
Ignition Keys (CIKs)
The three-inch black plastic key storage device (KSD) provided with your
SECTEL 1500 is aprogrammable memory device with 28 gold-plated con¬
tacts to provide access to its internal memory. The key consists of durable,
wear-resistant materials that protect its internal electrical contacts from dust,
dirt, magnetic fields and other common hazards. The key is designed to be
inserted into the KSD connector located on the right side of the terminal.
The KSD that stores keying material for the SECTEL 1500 is called afill
device. The KSD that unlocks aSECTEL 1500 for secure operation is
called aCryptographic Ignition Key (CIK).

To establish asecure link and operate in secure mode the SECTEL 1500
must be filled with keying material using afill device. There are two types
of fill devices: operational and seed.
Keying material loaded from an operational fill device allows you to place
or receive secure calls immediately. Keying material loaded from aseed fill
device must be converted to operational fill by placing acall to the Key
Management Center (KMC).
An operational fill device is classified to the level of the keying material it
contains. Aseed fill device is always unclassified. During the fill proce¬
dure, the terminal erases the keying material from the fill device. The fill
device then becomes ablank, unclassified KSD.
