4.3.7 Object 2023h: Damping PV

This object is a helper function for setting the filter constant (see 61A1h) for a given
damping value in milliseconds, in case of an enabled moving average filter (see 61A0h).
The damping value is defined as a time interval between the step change of the
measurement signal and the point in time at which the output signal deviates by no
more than 1% tolerance from the value of its final condition.
