The 3G connection is up and you did not enable budget control in the Device Configuration >
Network > WAN > 3G(WAN 2) screen (see

how much the current connection has used up.
This shows the status of the time budget you have set for the 3G connection and
how much the current connection has used up.
Click this to reset the time and data budget you want to set for the 3G connection.
