Line Byte Count for ATM Circuits

You can enable (and disable) the collection of Line Byte Count statistics for the
DS-3 and OC-3 ATM circuits. The Line Byte Count for ATM circuits is reported
in cells (SYNCH, HSSI, FDDI, and MUNICH logical lines are reported in bytes).
