Mobile call is starting with 09 and it is 10 digits
Long distance call is starting with 0 and it is 10 digits
International call is starting with 00 and its max digit should be less than 32
The others are local call and 8 digits
Emergency call is starting with 1 and 3 digits
The Dialing rule can be set as follows:
