Command a Modulator's CTS Mode and Polarity
Bit 0 = Polarity
0 = Normal, 1 = Inverted
Bits 1 and 2 = Mode
0 = Always On (factory default)
1 = CTS reflects the state of the RTS Input
2 = CTS reflects CTS Level Remote Command
Bit 3 - 7 = Spares
Command a Modulator's CTS Level

Bit 0 = Level
0 = Off, 1 = On – only valid if CTS Control Mode bits
are equal to "2"
Bits 1 - 7 = Spares

Unsigned Binary Value in seconds (0 - 255)
