Inter-character Delay

delay between characters transmitted to Host
Read 2 numbers from the Hex & Numeric Table where:
00 = DELAY disabled
01-99 = DELAY from 1 to 99 milliseconds
 delay disabled

RX Timeout

timeout control in reception from Host
Read 2 numbers from the Hex & Numeric Table where:
00 = TIMEOUT disabled
01-99 = TIMEOUT from .1 to 9.9 seconds
 rx timeout 5 seconds
