For a mesh remote, in clear sky conditions, if UCP adjusts the
power up to the maximum power set in the 1dB compression test,
and the signal strength is lower than the TDMA Clear Sky C/N,
there may be link budget problem. If the antenna is properly
pointed and undamaged, then a larger dish or higher power BUC
must be installed.
