Set valve output counter limit value.
One Index contains 8 Subindex and can be set for each
output.
If the number of times the valve output is turned on exceeds
the set value, a diagnosis occurs.
If set to the default value 4294967295, the output count over
diagnosis is disabled.
Output count reset is resumed by the CoE, refer to
5.3.
