to configure the attributes for the performance monitors.
Description
Sets the NTP client and synchronizes the optical ILA clock
with the NTP server.
a.b.c.d: The IP address for the NTP server.
Sets the time zone.
x: The range is –12 through 12. For example, –8 means
GMT–8.
