To Move Locale Labels
By default, the label for a locale is displayed at the top-center of the Locale's bounding box. Once the locale has been
drawn, you can move the label independently of the locale placement. This is helpful when the default label overlaps
with part of the background image to the point of obscuring the text.

Click Select Tool from the Layout Palette and then select the label.
