When the opposite corner of the Locale is reached, release the mouse button. The bounding box is frozen
and shaded with the default fill color as shown below.
To use the Locale Freeform tool
You can use the Locale Freeform Tool to draw and shade an area on the layout that demarcates each physical locale
being tracked where a polygon shape represents the physical location depicted:

Click Locale Freeform Tool in the Tools Palette and move the mouse cursor to the position on the layout,
that corresponds to a corner of the physical locale

Click the left mouse button and begin dragging the mouse toward the next corner of the desired polygon
of the Locale

Continue to click the mouse and move to each successive corner of the polygon until it has been fully
drawn. A rectangular bounding box contains the polygon shaped locale
