This parameter defines the 15416 parameter and threshold that if fallen below will assert the
appropriate output. The output must be configured to output on 15416 validation before these settings
apply.

This will be evaluated against the corresponding threshold to drive the output.
 Overall Grade Threshold
This is to use as a threshold for driving the output. Output will be driven if grade is under the threshold.
