The upper USB port adjacent to the power switch is connected to the
motherboard via an extension cable. Check and re-seat the connection between
the USB cable and the USB extension cable. You may also like to try connecting
your mouse directly to the extension cable at this join point to see on which side
of the join the problem is occurring.
Now check and re-seat the connection from the USB extension cable to the
motherboard. You may also like to try connecting your mouse directly to the
motherboard (the motherboard has a standard USB connector here) to ensure the
motherboard and Windows drivers are indeed working correctly.
