Non-INVITE Transaction Timer

The NonCall trans timer is started whenever the phone sends a non-INVITE message to the
SIP server. If the timer expires before the phone gets a response from the SIP server, the
phone assumes that the server had died and then attempts to contact the backup server, if con-
figured. If no backup server is configured, the phone will just tidy up internally.
The data is given in milliseconds. The default value is 32 000; for OpenScape Voice, the rec-
ommended setting is 6 seconds (6000 ms).
