following parameters:
Receive signal level
Receive signal quality
(Estimated block error)
Phase jitter
Background noise
Tables 2-4 through 2-6 present the threshold values for the applicable modems.

The received signal level is expressed in negative dBm.
Signal quality is expressed in figures of merit ranging from 0 (for satisfactory) through 9
(for poor).
Estimated block error is a range from 0.1/100 through 100/100 blocks.
Phase jitter is expressed in figures of merit ranging from 0 (for satisfactory) to 9 (for
poor). The reference values for phase jitter are prefaced with (>) and (<) signs because a
range of values can produce a single figure of merit.
Background noise is expressed in figures of merit ranging from 0 (for satisfactory) to 9
(for poor). The reference values for background noise are prefaced with (>) and (<) signs
