This object handles multiple-state input.

*1 Reliability=2(OverRange) if Reliability is 0 when PresentValue changes from within the range of NumberOfStates to out of the range of
NumberOfStates.
Reliability=0(NoFaultDetected) if Reliability is 2 when PresentValue changes from out of the range of NumberOfStates to within the
range of NumberOfStates.
Reliability=3(UnderRange) if Reliability is 0 when PresentValue changes from within the range of NumberOfStates to 0.
Reliability=0(NoFaultDetected) if Reliability is 3 when PresentValue changes from 0 to within the range of NumberOfStates.
When Reliability is other than the above, the value of Reliability does not change. The same applies when OutOfService changes from
TRUE to FALSE and the buffer memory is updated.
(Reliability=1 remains if Reliability is 1 when PresentValue changes from within the range of MaxPresValue to out of the range of
MaxPresValue (or 0)).
(Reliability=1 remains if Reliability is 1 when PresentValue changes from out of the range of MaxPresValue (or 0)) to within the range of
MaxPresValue.
