The Controller expects a certain minimum duration of dial tone to occur within a specified
time, before attempting to dial. This is specified by A and B timers as shown below. If
the duration of dial tone does not occur (or does not occur within the time specified in
B) the Controller will redial if the "A" value is 0-4, or it can assume the dial tone is
present, but can not be detected and will continue to dial out if the "A" value is 5-9.

The maximum number of call-retry attempts that the Controller will allow is 10. It is also
true for Route changes in the Search Tables (see page 28) and with Action on Call Failure
(see page 34)
