2-2-2 Delay timer mode

In "Delay timer mode", 0.1ms internal clock is used instead of high-speed counter input utilizing the hardware of the high-speed
counter. You can use the high-speed counter as a high-speed delay timer with 0.1ms of base time. However, note that the high-
speed counter and delay timer cannot be used in the same channel at the same time.
The special relay and register in the delay timer mode use the same address as the high-speed counter mode.
In addition, the high-speed counter FB enables the following operations: timer set value write, timer current value read, timer
current value 0 clear, timer count stop, and timer current value preset.
