OpticsIMAlarmLossOfFrameRaise
This notification reports the Loss Of Frame (LOF) defect raise.
The loss of frame (LOF) alarm appears when the frame sync is not recognizable, and the
out of frame (OOF) alarm persists for 3 ms.

defined in the GFP state machine or propagation of TSF events to the GFP clients.
