This create ipv6 neighbor_cache command is used to add a static
neighbor on an IPv6 interface.
<ipif_name 12> –The IPv6 interface name.
<ipv6_addr> –The IPv6 address of the neighbor.
<mac_addr> –The MAC address of the neighbor.
Only Administrator or operator-level users can issue this command.
