For a "List" option, all values from 0 to the maximum value shall have a transcription, as detailed below .
Example: Status 46 in TT&C IF Receiver table:

Values 2 and 3 are not available, but needs to be transcripted by a string to filled the gap. In this example, these
values are transcripted with "N/A" string.
