Port ranking function

This function binds multiple ports to handle them like a single port.
As shown in
as a single port, and allocates an IP address to the grouped port.
This function has two major advantages. One advantage is that distributing the load
among the ports grouped enables the use of a bandwidth comprising the total of the
bandwidth of all individual ports.
The other is that if one of the ports grouped fails, this function detects the failure and
uses the remaining ports to continue communication.
