Priority control function

This function performs priority processing of traffic.
Class of Service (CoS) is information stored in a field in the VLAN tag of a MAC
frame. CoS is standardized by a standard, and indicates the priority of frames.
Based on this value, priority can be controlled as shown in
frame does not have a VLAN tag, the priority complies with the default priority of a
receive port. The priority can be changed.
