LIU State Request

Synopsis:
Message sent by the application to read the current state of a Line Interface
Unit (LIU).

Description:
This message is sent to the DSI SPCI Board to read the current operating
state of a Line Interface Unit.
The user should always request a confirmation message. This indicates
success by status of zero and contains the current state in the parameter
area of the message.
