LIU Control Request

Synopsis:
Message sent by the application to dynamically control operation for a Line
Interface Unit (LIU). Allows setting of outgoing alarms and diagnostic
loopbacks.

Description:
This message is sent to the DSI SPCI Board to perform dynamic changes to
the operation of the Line Interface Unit. It allows the user to control
generation of AIS (Blue alarm) and RAI (Yellow alarm) and to activate various
diagnostic loopback modes.
The confirmation message (if requested) indicates success by status of zero.
