This command sets the power measurement
range to manual high for the specified channel.

The program data syntax for <HighRange> is
defined as a <DECIMAL NUMERIC PROGRAM
DATA> element.
The <numeric_value > parameter can be 1, 2, 3,
or 4. It corresponds to manual HR1 to HR4.
