* The level of justification - the value of the averted dose is such that the benefits
(for health) from the introduced countermeasure would be less than the damage
caused by this intervention.
** The level of intervention - the level of the averted radiation dose, which when
being exceeded a specific countermeasure should be applied in the event of an
emergency or chronic exposure.
*** The level of action - the value being a derivative of the intervention levels,
which is expressed in terms of such indicators of radiation environment, which can
be measured: the absorbed dose rate in the air on an open terrain, volume activity
of radionuclides in the air, their concentration in food, radionuclides fallout density
in soil, etc.
