6.7.6 Track 3 Absolute Data Length (HID | GATT | SLIP, 3-Track Only)

This one-byte value indicates the number of usable bytes in the Track 3 Encrypted Data value after
decryption. If the value is 0, the device found no data on the track or encountered an error decoding the
track.
