Power voltage is too
low.
Escutcheon is dirty.
Brightness is not
properly adjusted.

Solution
If the voltage drops at
power cable, replace the
cable.
If model CPS-12N or
is also low, it may be
caused by failure of
model CPS-12N or CPS-
16F.
