Network requirements
As shown in

Router C's local clock is to be used as a reference source, with the stratum level 3.
Router C operates in broadcast server mode and sends broadcast messages from Ethernet 1/1.
Router A and Router B operate in broadcast client mode and receive broadcast client through

Configure NTP authentication on both Router B and Router C.
