Values from 0.0 to 1.0 are applicable.

DWeighting is retentive.
Active sampling time of the PID algorithm
CtrlParams.Cycle is calculated during tuning and
rounded to an integer multiple of CycleTime.Value.
CtrlParams.Cycle is used as time period of the pulse
width modulation.
Cycle is retentive.
