Send UDP packets.

The destination IP address.
The number of datagrams to send.
The size of the datagram.
The interval in milliseconds between datagrams.
Don't send, just listen for incoming datagrams.
Enables setting of the don't fragment flag in the
IP headers of the ping packet(s).
The IP source address to use.
The UDP source port number to use.
The UDP destination port number to send to.
The IP interface name.
