CFW and DND E911 Operator Callback

This feature changes the Enhanced 911 (E911) system so that when an emergency
operator calls back a caller who dialed 911, the call is not blocked, rerouted, or
preempted by other calls. Therefore, the caller who made the 911 call can be
contacted directly. The following settings are overridden during an E911 call:
This feature also gives the callback priority if the Application Server is in a minor
or major overload situation.
