The Delegates (All) speech time
configuration enables four options
for modifying the speech time:

Selected Delegate
The Selected Delegate option is
used for changing the speech time
of a selected delegate.

Radio button for changing the speech time for a selected delegate.
Field for displaying the name of the selected delegate. The field is blank if
there is no delegate selected on the Speakers list.
Radio button for selecting the speech time limit.
Field for displaying the speech time limit.
Field for displaying the current remaining/elapsed speech time.
Radio button for selecting the speech time increment value.
