2.17.2 KIND 22: LCR Prefix Code Table

Max. Table pointer range is100 - 299. Max. prefix digits: 12
Store the prefix digits of number to LCR Prefix Code Table. The system will verify this
table ,and point to other table.
For example, the telecommunication service provider's telephone number is "1234xxxxx" to
"1239xxxxx"，other service provider's telephone number is "5678xxxxx" to "5679xxxxx"
Prefix digits 1806 and 00 point to LCR Adjust Code Table。
