The 4863 reads the external address switch at power turn-on time. Always
cycle power off and back on after changing the address switch setting. On
ICS's GPIB Connector/Address Switch Assemblies, the rocker switches are
laid out as shown below in Figure 2-8.

2.7.3.5 Board Jumpers
4863/2363s have two jumpers on the PC board as shown in Figure 2-6. The
jumper functions are listed in Table 2-6
