fuse blown?

Does the "UNIT ON" lamp flash on and off?

Is the filter blocked with dust?
Has the temperature been set properly?
Are the windows or doors open?
Is anything obstructing the outdoor unit?
Is the fan speed too low?
Is the operation mode FAN or AUTO?
