c=Tx-AIS (0=Unmasked, 1=Masked, X=no Tx)
d=RX AGC Alarm (0=Unmasked, 1=Masked, X=no Rx)
e=Eb/No Alarm (0=Unmasked, 1=Masked, X=no Rx)
