Purpose
Upgrade the RPAccess, RPIOS, and RPControl
versio
subpackages in the standby bay.
Once the SSO state is reached, commit the software
version.
Force a switchover from the active IOS process to the
standby IOS process.

If this step drops your connection to the router,
wait a few minutes before reconnecting to the
router and then continue to
(Optional) Monitor system state to ensure both IOS
processes are active.
Upgrade the RPAccess, RPIOS, and RPControl
subpackages in the standby bay (a different bay than in
Step 9).
Commit the software version.
