Start the secondary Provisioning Manager from the MCS Management Console.

cd /var/mcp/run/MCP_9.1/PROV1_0/bin
OR
cd /var/mcp/run/MCP_9.1/PROVM1_0/bin
Restore MCS online Help:
./installHelp.pl –z
/var/mcp/loads/<onlinehelp_name>.zip
Log off as nortel:
exit
Action
Log on to the MCS Management Console as admin.
Expand the Network Elements folder.
Expand the Provisioning Managers folder.
Expand the folder for the secondary Provisioning Manager you want
to start.
Click the NE Maintenance node.
Select an instance in the OFFLINE state and click the Start button.
When the instance starts, the state changes to HOT STANDBY.
