Each individual snapshot contains the following fields:
The last 2 bits indicate the current state of the interface and whether the interface
state changed during the current interval. If the down indication bit is set, the
interface was down when statistics were requested. Therefore, all counter fields
are set to 0. See
the output that appears when the interface is down.
If the discontinuity bit is set, the interface was working when statistics were
requested. However, the state of the interface changed from down to up at some
point during the interval. Therefore, statistics may have been lost. Statistics
reported with a discontinuity indication are those tabulated since the interface
started working again.

Timestamp (High): The high 32 bits of a 64-bit timestamp that describes when
the data snapshot was taken in the number of seconds since Jan. 1, 1970,

Timestamp (Low): The low 32 bits of a 64-bit timestamp that describes when
the data snapshot was taken in the number of seconds since Jan. 1, 1970,
00:00 (GMT)
Bitmask: Identifies the counters to follow that were requested for this queue.
