To create rule for Special Exception on Windows Server and Client Machines:

The New Connection Security Rule Wizard is displayed as shown below.

In the Windows Firewall with Advanced Security window, right-click on Connection
Security Rules and then select New Rule as shown below.
Click Authentication exemption option and then click Next. The Exempt Computers
dialog appears.
