The Announcements circuit pack has the following recording time limits based on
the sampling rate used:
8 minutes, 32 seconds at 16 kHz
4 minutes, 16 seconds at 32 kHz
2 minutes, 8 seconds at 64 kHz.
For the Speech Synthesizer circuit pack, do the following:
