Threshold based sensors

Sensor event thresholds are classifies as Non-critical (NC), Critical (CR), or Non-
recoverable (NR). This classification is possible in both directions (lower and upper).
When different thresholds are reached, different actions may be executed by shelf
manager accordingly.
