A new label could not be assigned for a new ACL. There are too many labels being used.

As a result, security ACLs will be applied in software, and will not apply the QoS feature. Maybe
too many distinct features using ACLs have been configured, or too many per-port per-vlan features
using ACLs have been configured. Hardware will forward the packets to the CPU for ACL
processing.
Detaching and reattaching ACLs or policies may help in some cases.
